Chen Min, vice chairman of the Standing Committee of the National People's Congress, proposed in his speech that the current urgent medical personnel training task in China is to strengthen the training of general practitioners. The demand for health system reform, especially the demand for grassroots health services, is closely integrated.

Chen Hao pointed out that the number of medical and health talents cultivated each year in China is not large enough for the grassroots. Among them, there are fewer people who can go to the grassroots level and can stay at the grassroots level less. It is necessary to proceed from China's national conditions, closely follow demand, and focus on cultivating and establishing a team of general practitioners who have undergone formal medical education and have received standardized general training. Among them, the grassroots, especially in the central and western regions, should implement “32” assistant general practitioner training, practical assistant general practitioners at the media level, and special posts and special posts for general practitioners at the basic level to attract formal medical education and standardization. Medical graduates and medical personnel trained in medical science work for a certain number of years at the grassroots level. Strengthen the "53" general practitioners standardized training, promote medical colleges to set up a general medicine department, medical and health institutions to set up general medicine, and provide policy support in the development of disciplines and department building.

Chen Hao said that China should establish a relatively independent promotion system for the promotion of general professional titles, improve the personnel remuneration system and incentive mechanism, encourage social capital to establish general medical institutions in the community, explore the promotion of commercial medical insurance coverage in grass-roots communities, and pay attention to Excellent recognition and promotion of outstanding general practitioners.
